In alignment with the Dubai Real Estate Strategy 2033, the Dubai Land Department (DLD) announced on January 19, 2025, that private property owners in Sheikh Zayed Road and Al Jaddaf can convert their properties to freehold ownership.

This significant shift is expected to attract a new wave of international investment and supports Dubai’s Vision 2040 Urban Master Plan to boost its status as a global hub for business, tourism, and living.

Understanding Freehold Ownership in the UAE

Under UAE law, freehold ownership allows property buyers—both residents and non-residents—to own the property and the land it stands on outright. This contrasts with leasehold ownership, where rights are granted for a limited time, typically up to 99 years.

Freehold properties are primarily located in designated areas, and owners have the right to sell, lease, or pass on the property to heirs without restrictions. This legal framework ensures that freehold property ownership offers greater security and investment appeal, particularly to international buyers seeking long-term returns.

Key Highlights:

  1. Areas affected:
    • Sheikh Zayed Road: An iconic business corridor renowned for its prestigious properties and strategic importance.
    • Al Jaddaf: A rapidly developing area known for its mixed-use developments and strategic location near to the Dubai Creek
  2. Eligibility Criteria:
    • 457 plots eligible: 128 along Sheikh Zayed Road
    • 329 in Al Jaddaf
    • Property owners can verify eligibility and initiate conversion via the Dubai REST app.
  3. Costs Involved:
    • A 30% conversion fee of the property’s valuation (based on Gross Floor Area) applies
    • Additional common area fees and service charges apply.
  4. Benefits of Freehold Ownership

For Investors

    • Attracts International Buyers: Enhances resale and rental opportunities, making properties more attractive to international investors by reducing legal complications and offering greater security for long-term investments.
    • Increased Property Value: Significantly boosts the property’s value, making it a lucrative asset for resale or as collateral for financing.

For Property Owners

    • Perpetual Ownership Rights: Replaces the limited leasehold model, providing long-term stability, financial security, and the ability to pass properties to heirs without restrictions.
    • Development Flexibility: Offers greater flexibility for property modifications, enabling owners to maximize the utility and appeal of their assets.

Why this amendment matters

This initiative aligns with Dubai’s broader strategy to attract global investors and residents by providing more secure and appealing property ownership options. Freehold ownership offers a clear legal advantage, granting property owners full and indefinite rights to their assets—a major draw for long-term investors.

Additionally, this move is expected to:

  • Catalyze further development in Sheikh Zayed Road and Al Jaddaf.
  • Attract new businesses and professionals to Dubai, reinforcing its position as a global economic hub.
  • Support the objectives of the Dubai Real Estate Strategy 2033 and Vision 2040 Urban Master Plan.
