A recent resolution, Executive Council Resolution No. (5) of 2019, was passed approving the payment of selected Dubai government fees and fines in installments by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council. The resolution also authorizes the Director General of the Dubai Department of Finance to issue all bylaws, as may be required, to give effect to the resolution efficiently.
The resolution requires relevant government entities to prepare a list of fees and fines that can be paid in instalments. This list must then be submitted to Department of Finance for its approval. This list must include fees that are over UAE Dirhams 10,000 for individuals and UAE Dirhams 100,000 for businesses. Fines must be over UAE Dirhams 5,000 for individuals and UAE Dirhams 20,000 for businesses.
The installment period must not exceed two years. The Department of Finance is also responsible for defining such mechanisms, as may be required, to ensure the installments are paid. However, the Department of Finance may grant exceptions based on the request from relevant government authority and based on such conditions, as it deems fit.
