Dubai has issued Law No. (2) of 2026 concerning Public Safety in the Emirate of Dubai.

Introducing a new set of rules aimed at strengthening safety standards across public spaces in the emirate. The law was issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum and will come into effect on 1 June 2026.

The new law applies to a wide range of public venues and activities, including events, beaches, swimming pools, entertainment spaces, and commercial facilities. Operators will now be required to meet stricter safety obligations such as improved crowd control measures, emergency preparedness systems, proper signage, and trained safety personnel on site. The focus is on reducing risks and ensuring safer public environments across Dubai.

Authorities have stated that the legislation is designed to enhance public safety and promote a stronger culture of compliance. Penalties for violations range from AED 500 to AED 1 million, with fines reaching up to AED 2 million for serious or repeated breaches.
