Dubai has introduced Law No. (3) of 2026 concerning the Quality and Safety of Buildings in the Emirate of Dubai, setting out a new framework aimed at improving safety standards and long-term maintenance of buildings across the emirate. The law will come into effect 60 days after its publication in the Official Gazette.

Under the new rules, every building will be required to obtain a Quality and Safety Certificate, which can only be issued after a licensed engineering office carries out a full inspection of the property. The system is designed to ensure that buildings are not only constructed to standard, but also remain safe throughout their lifecycle through regular assessments and maintenance.

Dubai Municipality will oversee implementation through a unified digital system and a centralised building database, along with periodic inspections and updated safety standards. Building owners will be responsible for correcting any defects identified during inspections and ensuring ongoing maintenance through licensed professionals, particularly for buildings under 20 years old.

Certificates will be valid for 10 years for buildings under 40 years old, and five years for older buildings, subject to renewal. Authorities will also have the power to conduct inspections, enforce repairs, and suspend approvals where necessary. Non-compliance may result in fines ranging from AED 100 to AED 1 million, rising to AED 2 million for repeat violations, along with restrictions on permits and transactions.
