Introduction
In a significant step toward strengthening public health protection, the Government of Dubai has enacted Law No. (5) of 2025 on Public Health. The law was issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. It establishes a comprehensive legal framework aimed at safeguarding public health, preventing disease, and ensuring environmental safety throughout the emirate.
Alignment with Federal Legislation
While Law No. (5) of 2025 aligns with the principles of the UAE’s Federal Law No. (13) of 2020 on Public Health, it is specifically tailored to address Dubai’s unique public health requirements and governance structures.
Scope and Objectives:
The Law No. (5) of 2025 outlines key public health objectives, including:
- Disease prevention and early intervention
- Enhancement of healthcare services
- Assurance of food, water, and product safety
- Protection and improvement of environmental health
Obligations for Travelers, Individuals, and Healthcare Providers
The legislation imposes clear obligations on various groups:
- Travelers entering Dubai must provide accurate health information and comply with mandated health measures such as mask-wearing and social distancing, when applicable.
- Individuals and residents must adhere to public health protocols and report communicable diseases when required.
- Healthcare providers are required to support the reporting, control, and prevention of diseases in line with prescribed procedures.
Roles of Public Authorities under Law No. (5) of 2025
The law defines the responsibilities of major government entities, notably the Dubai Health Authority (DHA) and Dubai Municipality, in managing public health risks, overseeing environmental health, and implementing disease control strategies.
Cooperation Between Public and Private Sectors
Full cooperation between government bodies and private sector entities is mandated to effectively implement and maintain public health initiatives in accordance with international standards.
Enforcement and Entry into Force
Law No. (5) of 2025 will come into force 90 days after its publication in the Official Gazette. It will supersede any previous local legislation that conflicts with its provisions.
