Following a UAE Cabinet meeting chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, the Cabinet announced the launch of the world’s first integrated regulatory intelligence ecosystem — a visionary step towards the future of legislation.
This new system will revolutionize how we create laws,” said Sheikh Mohammed. It will make our legislative process faster, more precise, and deeply connected to the needs of our people and economy. We are not just keeping up with global changes — we are setting the pace.
The ecosystem introduces a proactive approach to legislative planning, enabling the government to stay ahead of rapid changes in global geopolitical, economic, social, and technological landscapes. The new model includes the development of the largest national legislative database, which integrates not only federal and local legislation but also judicial rulings, government processes, services, and field-level systems. It is designed to monitor global legislative developments in real time, and assess their relevance to the UAE. It will also identify gaps or inconsistencies within the national legal framework.
Key Highlights of the Initiative
- Regulatory Intelligence Office: A new entity under the General Secretariat of the Cabinet will oversee the design, coordination, and implementation of the system, working in collaboration with federal and local authorities and private sector partners.
- Comprehensive Legislative Integration: The AI-powered system will create the largest national legislative database, combining federal and local laws, judicial rulings, executive procedures, and public services into one unified platform.
- Proactive Legislative Planning: The system is designed to anticipate global geopolitical, economic, social, and technological changes, allowing UAE laws to evolve in real time and stay ahead of global trends.
- Efficiency and Speed: The legislative process is expected to become up to 70% faster, significantly reducing the time and effort traditionally needed for research, drafting, evaluation, and enactment of laws.
- Dynamic Lawmaking: By continuously tracking the daily impact of laws through large-scale data analysis, the system will proactively suggest updates and reforms, ensuring that legislation remains responsive and relevant.
The UAE’s new AI-driven legislative system will connect with leading global research centers to benchmark international best practices and adapt them to the UAE’s distinct socio-economic environment. By adopting a proactive approach, the system enables the government to anticipate and respond to geopolitical, economic, social, and technological shifts. It will also establish the largest integrated national legislative database, consolidating federal and local laws, judicial rulings, government procedures, and services. Designed for real-time global monitoring, the system will identify legislative gaps and inconsistencies, ensuring a dynamic, resilient, and future-proof legal framework.
By blending human insight with AI-powered efficiency, the UAE is crafting a new generation of governance — one that is faster, smarter, and more adaptable. This initiative underscores the nation’s commitment to preserving its foundational values while embracing the transformative power of technology.
With this historic development, the UAE once again reaffirms its position as a pioneer in innovation, governance, and future-forward leadership.
